[Wallaby+] enable-all-pollsters has no effect

Setting this option to true doesn't lead to publishing more metrics. This has just been uncovered by new functional tests:

This isn't affecting Victoria and older releases.

charm-ceilometer has exactly the same option `enable-all-pollsters` and the same way of configuring ceilometer (polling.yaml), so I'd expect charm-ceilometer to be affected as well.

This is caused by this upstream bug [1] for which there is now a fix in `master` [2] but it hasn't been backported yet to `stable/wallaby` and `stable/xena` at of today.

Hello eng team, added field-critical to this bug because it is affecting a customer running Xena that is close to be handed over... great thing is that we have already a fix for this but isn't still backported to Xena. please remove field-critical once fix lands in Xena

The root cause of this is the upstream bug 1930446, and we'll track the issue there via Ubuntu and Cloud Archive tasks. As such, I will mark this as a duplicate.

In order to help you proceed, I've uploaded the fix to the following PPA for the focal-xena cloud-archive:

For wallaby we'll track it there.
