Bug Description
So far, I can only use calicoctl if running within kubernetes cluster.
This is not always the case, e.g. bootstack is managing the cluster for customer, which still wants to implement GlobalNetworkPolicy rules.
For that, customer needs calicoctl configured on his own machine. Ideally, we should have a snap for calicoctl + options on calico charm OR readme instructions on how to set it up on your machine.
Something like:
sudo snap install calicoctl
juju scp -- -r /opt/calicoctl/* ~/.calico/calicoctl
