crm status misses resources

after deploying this bundle i find out that barbican unit does not contains resources. Found critical issues in nagios then trace back and find out no resources for vip in barbican. While juju status does not list any errors.

Barbican appears to be missing a call to configure_ha_resources. Testing a fix now.

    Ensure HA resources are configured

    The barbican charm was missing a configure_ha_resources call when the ha
    relation is connected. This led to HA deploys missing a VIP resources.

    This change enables barbican to run configure_ha_resources when the ha
    relation is connected as the other OpenStack reactive charms do.
