Bug Description

Stable backports for the barbican charms are failing. The functional test calls for cs:foo, but the barbican and barbican-softhsm charms are not promulgated. Need to either promulgate the charms or update the location in the test/helpers.

Its not promulgated as there is no specific HSM backend at the moment; I'd suggest we override the generated charm locations with sensible ones for the stable branch?
