Bug Description
The barbican-vault charm gate bundles [1] are not deploying a highly-available topology, leaving a test gap for actual use cases [2]. We should update the test bundles and assertions to represent a 3-node HA deploy.

Add HA testing for Barbican Vault
Changes to tests to deploy barbican and vault with haclustering.
It now deploys 3 units of vault and barbican, together with hacluster
for both applications.
Overlay added to ensure all tests run in HA.
