Amulet test fails with barbican-softhsm blocking on 'Charm installed and token store configured'

This can be reproduced by re-building the charm from master and executing: `tox -e func27-smoke`

To clarify, build the charm from master, then run the Amulet test of course. :-)

Actually, it looks like the smoke test is broken. It's failing as:

    OSError: Expected executable test files: ['gate-basic-xenial-mitaka']

which fails as there is no gate-basic-xenial-mitaka.

Hmm, whilst OSError was a problem (not sure how the gate got past it), the same basic error exists. Why is it waiting?

The previous merges passed gate despite that file not being there, because bundletester used to pass in that scenario. That was committed but not yet released at that time. But it's hot now! :-)

Please rename the test to match what the tox.ini expects. Recall too that the tox.ini is centrally managed and any changes in-tree will be reverted when we next sync the tox.inis.
