Bug Description

Hi,

The in tree provider is deprecated and will be removed from Kubernetes in future, this bug is to doucment the request to have Kubernetes on Azure deploy the out-of-tree provider.

Azure recommends that the CCM run on the master nodes (But not required): https://bugs.launchpad.net/charm-kubernetes-master/+bug/1879570
