The upstream source for aodh doesn't have any mention of needing mongodb. charm-aodh still seems to require it (says the source for charm-aodh but I don't think it's true). So there is probably a task to do for the charm.

I've merged and uploaded zaqar 11.0.0~b1~git2020062915.b5936860-0ubuntu2 which drops the mongodb build-depend.
