Bug Description
The hacluster charm depends on python-apt;
hooks/maas.py
...
import apt_pkg as apt
But hacluster does not install it. This has not been a problem up till now because the principle charm usually installs it. but the aodh charm, for example, does not and the hacluster charm then fails to install
