Difference between LastStep and j is confusing

Bug Description
Array indexes in MATLAB start from 1 -in contrast to array indexes in PowerBasic which start from 0-.
So in MATLAB code, j = 2 to Nt + 1 is used for time step while for reporting LastStep, j - 1 is used.
This method is confusing when one wants to evaluate and report the best answer using LastStep.
