Cerbere should not restart app if it has failed too many times

Bug Description

If an app is consistently crashing and will not start, Cerbere should eventually give up trying to restart the app. Maybe if the app crashes 10 times in 30 seconds or something like that, it should give up. I have run into this with Wingpanel and it can be very difficult to attempt any kind of system recovery or diagnosis when the app keeps restarting.

This is already the case. Cerbere will only attempt to restart 5 times: http://bazaar.launchpad.net/~elementary-pantheon/cerbere/cerbere/view/head:/src/Watchdog.vala#L63

This is a dconf configurable key

OK, good to know this already works :) I probably just need to increase the wait time then, since it may take more than 3.5 seconds for the app to crash. That is probably causing it.
