Can't create alarms with a threshold set to 0 in ceilometer stable/havana

Bug Description

In the stable/havana branch of ceilometer, it's not possible to create an alarm with the threshold set to 0.

This is due to bad validation of the parameter value in https://github.com/openstack/ceilometer/blob/stable/havana/ceilometer/api/controllers/v2.py#L1008
