[telemetry-tempest-plugin] test_create_list_sort_limit_delete_alarm fails randomly

Bug Description

The following test case seems to be failing randomly.

telemetry_tempest_plugin.aodh.api.sql.test_alarming_api.TelemetryAlarmingAPIMysqlTest.test_create_list_sort_limit_delete_alarm

Digging into the test code, it seems the test expects that there are alarms for two severities (critical and moderate) but the generation logic does not guarantee both severities are used.
