devstack installation fails because libvirt can't be installed by pip

Bug Description

Currently installation of ceilometer in devstack is failing because of the following error.

ERROR: Cannot uninstall 'libvirt-python'. It is a distutils installed project and thus we cannot accurately determine which files belong to it which would lead to only a partial uninstall.

It seems the failure is caused by the recent change in devstack[1] and we should not install libvirt python bindings from pip now.
