Missing step Ceilometer configuration for controller

I am trying to install Ceilometer on Openstack Queens, running on Ubuntu 16.04.4 LTS.

- [X] This doc is inaccurate in this way: In the configuration steps for the controller in https://docs.openstack.org/ceilometer/queens/install/install-base-ubuntu.html, the instruction to create a "Ceilometer" service entity in Keystone is missing within Step 2.

- [X] This is a doc addition request.

- [X] I have a fix to the document that I can paste below including example: input and output.
openstack service create --name ceilometer --description "Telemetry" metering
