radosgw measurements are zero if using rgw implicit tenants

Bug Description

If using Ceph RADOS Gateway Multi-Tenancy [1], users will be created with a user ID equal to "<keystone_project_id>$<keystone_project_id>" in radosgw. In this case, radosgw.* measurements will always have a value of 0 because Ceilometer queries the user ID "<keystone_project_id>" and, thus, gets an empty result back from the RGW API.
