change the way polling load-blance metrics from Neutron to Octavia

Load balancing functions accessed via the neutron endpoint are deprecated and will be removed in a future release. Users are strongly encouraged to migrate to using the octavia endpoint.So,changing the way polling LB related data to Octivia endpoint is might be necessary.
