Ceilometer backend should default to Gnocchi in DevStack

Bug Description
Currently CEILOMETER_BACKEND defaults to none when deploying Ceilometer with DevStack. According to comments on the code it's ok for the backend to be 'none', if Panko is enabled. So we shouldn't change the default for CEILOMETER_BACKEND; instead, we should be documenting what extra steps are needed when enabling different backends.
For instance, if a user wants to deploy Ceilometer backed with Gnocchi, apart from enabling Gnocchi on local.conf, they will need to define this variable or the hooks required to plug Ceilometer and Gnocchi will fail to create.

Set default ceilometer storage backend to gnocchi
The default storage backend is always set in ceilometer gate job,
but it needs to be set to a sensible default value.
