Bug Description
aside from tracking lifecycle, the other common usage people had for existence 'meters' was to track usage counts. we should generate meters like instance.total, floating.ip.total, etc... in theory this can already be done in gnocchi if you just query active resources?

this can be done via gnocchi assuming there is another metric you're already capturing.
