Bug Description

I install exactly LIKE this document . but the following command to initialize gnocchi runs without any result :

# ceilometer-upgrade --skip-metering-database

the messages in /var/log/ceilometer/ceilometer-upgrade.log log file is :

 WARNING ceilometer.storage.mongo.utils [-] Unable to reconnect to the primary mongodb: localhost:27017: [Errno 111] Connection refused. Trying again in 10 seconds.

As you see it tries to connect to mongodb .

it should not be attempting anything with mongodb as it is not a backend of gnocchi. you'll need to validate your dispatcher targets point to 'gnocchi' and not 'database'.
