Bug Description

stable/newton has test failures because of updated gnocchi client

  Traceback (most recent call last):
      File "/home/stack/upstream/ceilometer/.tox/py27/local/lib/python2.7/site-packages/mock/mock.py", line 1305, in patched
        return func(*args, **keywargs)
      File "ceilometer/tests/unit/dispatcher/test_gnocchi.py", line 574, in test_workflow
        gnocchi_id = gnocchi_utils.encode_resource_id(resource_id)
    AttributeError: 'module' object has no attribute 'encode_resource_id'

Restrict gnocchiclient to < 3.0.0
