gnocchi dispatcher url autodetection uses public url

Bug Description

When [dispatcher_gnocchi]/url = None, the Gnocchi public url is detected instead of the internal url.
I think this is either wrong or the endpoint type should be settable or the url parameter should not be deprecated.

You can set conf.service_credentials.interface to whatever makes sense in your infra.
