When ceilometer use gnocchi api, without keystone Certification?

Bug Description

What better way to make ceilometer call gnocchi api is not necessary to authenticate through the keystone, and gnocchi api external calls or when using keystone to authenticate?

Production environment, monitoring data will be very much, if every ceilometer call gnocchi api, require certification by keystone words, keystone will be under enormous pressure, this certification for ceilometer Can cancel?

My current thinking is to open two gnocchi-api service, one for internal access, configuration does not require authentication. Will there a better way?

So this is mainly a configuration issue on Gnocchi side if you want to do that. For Ceilometer, I'm not sure it's supported in the Gnocchi dispatcher, so you might want to add that feature.
