cannot start ceilometer-polling with only ipmi pollsters specfified

Bug Description

the ceilometer-polling will assume the polling namespaces as "central" and "compute" if not namespace specified when start a ceilometer-polling service. when only --pollsters-list ipmi.xxx specified and without --polling-namespaces ipmi specified, the ceilometer-polling cannot start and an EmptyPollstersList error will be raised. but if only pollsters in "central" or "compute" specified and without --polling-namespace specified, it is OK.

i'm going to mark this won't fix because i don't think we should support pollster-list anyways. it's duplicate
