Unable to post samples when Gnocchi is enabled

If gnocchi_is_enabled is set to true, then every endpoints such as /meters gets a 410 HTTP status code return.

That means that the POST /meters call to post samples on the publisher return 410 too and are not available anymore.

Gnocchi enablement should not affect that.

FYI, I have followd http://docs.openstack.org/developer/gnocchi/devstack.html to install ceilometer + gnocchi devstack (installed yesterday on Ubuntu 14.04) where this issue is observed. Attaching local.conf and ceilometer.conf.

    Enable POST samples API when gnocchi enabled

    Currently, if we enabled gnocchi, the every API of meters, resources,
    samples will be disabled and 410 response will be returned. The posting
    samples API shouldn't be diabled.

This issue was fixed in the openstack/ceilometer 6.0.0.0b1 development milestone.
