Bug Description
Currently, all polled samples will be handled through notification-agent, if we enable "store_events" configure option, the polling samples will be also convert to "telemetry.api" type events. this is easy to generate many telemetry.api events. as a result, users may be hard to query the events they want.

I thinks we shouldn't convert the polled samples to events and store them. or at least, we should add option to enable/disable the events of telemetry.api type.
