Bug Description

Does not include required dependency:

Required packages:
 yum install openstack-ceilometer-api openstack-ceilometer-collector openstack-ceilometer-notification openstack-ceilometer-central openstack-ceilometer-alarm python-ceilometerclient

Also requires:

 yum install python-oslo-policy

I guess it's a RPM packaging error, maybe it lacks the dependency to oslo-policy

should be reported in https://bugs.launchpad.net/openstack-manuals/+bugs or just a packaging error as Lianhao said.
