Ceilometer not support SR-IOV based VM

Bug Description

Ceilometer does not support SR-IOV based VM, can not count network related meters, such as network.incoming.bytes, and network.outgoing.bytes, etc.

Use virsh command to view the virtual machine NIC, as follows.

# virsh domiflist 2
Interface Type Source Model MAC
-------------------------------------------------------
- hostdev - - fa:16:3e:5e:d0:2a
- hostdev - - fa:16:3e:5e:d0:2a

we get the stats from libvirt. is there a special api we need to call?

Currently I have not found suitable libvirt api interface :( , maybe we need to discuss how to support the virtual machine using SR-IOV NIC.
