Deprecation process for meters need to be introduced

Bug Description

Before a meter gets renamed or deleted it should go through a deprecation phase. This means the it should be marked as deprecated in the documentation here: and after a release cycle of deprecation it can be renamed or removed completely. The following changes break this process currently:

The implementation of an actual deprecation process should be handled separately, probably it will need a blueprint too.
