glance stops serving images when ceilometer fails

Bug Description
this was brought up at philly summit:
If ceilometer dies other services stop (for example Glance will not serve images to spin up a new VM)
This is true even if ceilometer is implemented on independent infra (separate backend)
this needs to be investigated --- ie. what is ceilometer? the polling agent or notificaiton agent or db?
one possibility is that ceilometer stops consuming messages on queue and rabbit doesn't effectively expire messages.

amqp queues should have a max length limit (better if only newer notifications will be remained), AFAIK, rabbitmq can do this, then even if ceilometer dies, the amqp will not crash, this work can be done in oslo.messaging or via deployment settings
