Match the network services pollster and notificaton meters

Currently the meter names for network services pollster start with a prefix network.services.* where as the notifications use the event names. It would be good to match these for consistency.

    Match the meter names for network services

    The meter names for network services in notifications and
    pollsters dont currently match. Adding the prefix so the
    meter names match and have more clarity.
