resource field configured in pipline.yaml cannot works

Bug Description

According the pipline difination, user can configure specify resource uris list of "resources" field in pipline.yaml (see ceilometer.pipeline.PipelineManager#__init__), but now the resource uri has not been handled, and the resource url configured will be regarded as a sting (should be a resource object) that will cause a python error.

is this still a bug? i've never checked but we do (i hope) have unit test for this.
