Documentation missing some opts description

https://github.com/openstack/ceilometer/blob/master/doc/source/configuration.rst does not contain all [alarm], [collector], [compute], [notification] and [coordination] section options description

Also these is kind of inconsistency with control exchange options (some of services are set, some of them - no), and there is the situation like that in several places as well.

Probably, there are more missed options, so /me is not going to mark this bug as closed even after 4 proposed changes will be merged.

Actually the configuration options documentation has been moved to OS Configuration Manual, so I think this bug should be closed.
