_get_value_as_type debug message is too aggressive

the function _get_value_as_type in api occasionally logs:

DEBUG Failed to convert the metadata value nova automatically _get_value_as_type

while it is correctly a debug message, the word 'Failed' is misleading people to believe this is an error that needs to be tracked. we should reword this message so it doesn't oversell the fact that it's just a debug log which is expected from time to time.

    Remove conversion debug message

    Removing unnecessary debug message confusing the user to
    think the error is fatal. Instead just let it pass silently
    to avoid confusion. The debug message wasnt adding much
    value anyway.
