get_resources doesn't guarantee latest representation

get_resources method doesn't guarantee latest resource representation from the samples. This bug is specifically for stable/grizzly (as a backport), and was already fixed in Havana's master branch: https://bugs.launchpad.net/bugs/1208547.

    Fix get_resources timestamp ordering for SQLAlchemy

    This patch ports over the ResourceTestOrdering tests from
    Ceilometer Master (Havana-3 RC-1) and applies them to the
    SQLAlchemy driver for stable/grizzly along with a fix.
