Meters events listing in API does not handle timestamp intervals

Bug Description

The API announces that start and end timestamps works on requests like /resources/<resource>/meters/<meter> but actually _list_events() does not handle timestamp at all.

    api: add timestamp interval support in _list_events()

    We also remove test_all() because it's already tested in
    test_list_resources, where it belongs.

    This fixes bug #1079235
