Bug Description
The source field of counters and meter messages is being set to "?" right now. We need a configuration option so it can be set to a useful string by the deployer. This means defining the option (with a reasonable default), then checking its value everywhere a source value is currently being used. We should investigate refactoring the places that set the source field so the new option only needs to be checked in one place (for example, the place that creates the meter message, instead of the counters).
