tox.ini in ocata branch should list ceilometer's stable/ocata (instead of master) branch as dependency

The following is listed in tox.ini in stable/ocata.

deps = -r{toxinidir}/requirements.txt
 -r{toxinidir}/test-requirements.txt
 -egit+https://github.com/openstack/ceilometer#egg=ceilometer

It should rather specify stable/ocata as "-egit+https://github.com/openstack/ceilometer@stable/ocata#egg=ceilometer"

    Update the ceilometer dependency to correct branch

    For stable/ocata, the ceilometer dependency should
    list the corresponding branch.
