Web spawn interface behaves differently to spawn.sh

Bug Description

The web spawn interface (at .../scheduler/spawn) does not use the template.txt file (if it exists) in the queue's directory to initialise the job file.

spawn.sh does use the template.txt file

The two methods of spawning a job should be made to behave in the same manner.
