404 for developer documentation in readme

The Documentation link(http://docs.openstack.org/developer/castellan) in https://github.com/openstack/castellan/blob/master/README.rst doesn't exist resulting in 404 Not Found.

I was looking into castellan for my project. As mentioned above, I could not find any documents.

Castellan needs a new release to trigger the Infra jobs that publish the docs. The link will continue to 404 until a new Castellan release is made.

    Add documentation links and fixup README.rst

    Makes README.rst neater and adds links to Castellan
    documentation. Will be available once Castellan is
    released.
