Bug Description
We should have actions to create a user, drop a user, and change a user's password.
We also might want role management.
Or maybe we should WONTFIX this, since most operators would prefer to do this in the standard way using the cqlsh command line. Actions may be a bad fit as we only ever want to run this stuff on a single unit.

actions mean operations can be done via the juju-gui, which is nice. Lets at least do basic user management, and think about roles for Cassandra 2.2+.
