Bug Description

If you 'juju ssh' into a unit, you can connect using cqlsh using 'sudo -H cqlsh'.

There is no reason we can't generate a ~ubuntu/.cassandra/cqlshrc file to provide the credentials to the ubuntu user (same as the root user), avoiding the need to invoke 'sudo -H'
