python-carbon Debian packaging

Hi,

since we have separate packages for whisper, carbon and web parts now,
I've created packaging branch for the carbon component. It's based on
python-whisper (which is in Debian now) packaging by Elliot
Murphy. Also I've requested membership in graphite-dev team to share
access to the branch.

Package building is a breeze (you'll need bzr-builddeb package):
