juju set repository for capomastro charm doesn't work as expected

If you update the repository with a juju set, the capomastro charm doesn't actually update this.

It will need to:

1. Remove the previously set value from sources.list
2. Import the key for the newly added repository
3. Add the newly imported repository to sources.list
4. Run an apt-get update

Using sources.list.d might be a good idea, fwiw.

Tom, a fix for that has been merged in our charm so it would be cool if you could check it and see if that solves the issue on production. Dunno how best to do that, but we will be deploying an upgrade soon anyway.
