Manage archivers directly from the UI (create, update, delete, list)

Bug Description

Currently they need to be manually managed via Django's panel by administrators, even though they affect directly the projects and dependencies created by users in the UI.

Technically not a real problem because it's done once for each new deployment only, and not by users anyway... I'll leave it open just in case for more people to comment on it.

Given how restricted things are in our production deployment, where we need explicit firewall punching and access rules for every single resource, I doubt a normal user would ever need this :/

However, since capomastro is meant to be generically useful to people, I think this would be a good feature to have, so I'll leave as triaged for future.
