I'm able to reproduce this issue by connecting an Ethernet cable, and then disconnecting as soon as the "Connected" notification appears. I can also cause captive network assist to incorrectly appear by connecting to a WiFi network, and disconnecting as soon as the notification appears. What appears to happen is that the NetworkManager up event is triggered, which causes an attempt to connect to the internet. If the connection fails, captive network assist appears, assuming the user needs to login to a captive portal to connect. Between the up event and trying to connect to the internet, the connection goes down. This unexpected event causes captive network assist to appear in error.

Here's my experience with it:

A window pops up now after every resume from suspend, before the computer has a time to re-establish an internet connection. It says:

> Unable to load page

> Cannot resolve hostname (elementary.io)

It has a "try again" button, and when I click that button after re-establishing an internet connection, the window goes away.

Another instance pops up every time I turn off the internet connection and re-establish it. If, after I establish an internet connection, I click "try again" on any window, then the box goes away until my next resume from suspend.

The window pops up just as I'm establishing a network connection, but doesn't actually wait to see if the connection was successful. So it seems like it's "jumping the gun" a bit and needs to move a bit further down the queue, aka, give it a little patience for the hardware to actually establish the connection!

This behavior is new as of one of the latest updates.

Could it be related that whenever I login on a (open)vpn connection the captive portal is shown? It then displays a completely blank window which just hangs immediately (probably as there isn't anything to display...)
