store needs updated scopes

While investigating reported nearby scope issue: bug 1633680

I found that ota13 seems to have nearby scope 4.9.1 and today scope (dashboard) 4.11.1, but the store versions are older:

from clicks branch with ota13 tag:
$ bzr ls -r tag:ota13 | egrep 'dash|nearby'
com.canonical.scopes.dashboard_4.11.1_armhf.click
com.canonical.unity-scope-nearby_4.9.1_armhf.click

* today in store is 4.7.0: https://uappexplorer.com/app/com.canonical.scopes.dashboard

Note also:
* photos in store is 4.7.0 and seems like it should be 4.11.0
* news is store is 4.7.0, should be 4.9.0

Do we have clear guidelines for which scopes should be in the store?

(I assume they should all be, but some are not, for example Holidays, Day, Elpais just to name a few.)
