Order marked as duplicate when I go back to edit it

Bug Description

I entered the wrong payment information the first time round and so I went back to change it. When I came to process the order the second time, I was told that it could not be processed because it was a duplicate.

This failed on Staging.

To reproduce put "REFUSED" in as the name this will trip an error in bibit.
