Bug Description
I'm trying to enable canonical-livepatch but I keep getting an error about the freezer cgroup. See below:
$ uname -a

This is the error I get on 20.04, with focal proposed enabled:
Failed to enable Livepatch: ('Connection aborted.', FileNotFoundErr or(2, 'No such file or directory'))
