Bug Description
As an initial step towards removing captcha entirely, we could delay captcha to the confirmation step. This would require to replace the captcha during registration with some other means to prevent high number of automatic account creation to avoid DoS to the SSO service and/or other misuses.

Captchas are now used only when verifying email addresses and aren't used in the API anymore (the API is deprecated and turned off)
